0500, Inc., a corporation based in Florida, provides trained employees to supervise the loading or off-loading of petroleum products from marine vessels to onshore facilities. This service is commonly called Dock Watch or Hose Watch; in the Code of Federal Regulations, the role is referred to as P.I.C. (Person In Charge). At 0500, Inc., we take the business of P.I.C. very seriously. 0500, Inc. is a member in good standing with the Oil Industries Compliance Group, ISnetworld.
0500, Inc. is responsible for:
- Handling the proper paperwork or D.O.I.
- Overseeing communications between the vessel and the landside terminal.
- Maintaining records of the beginning and ending times of loading or off-loading.
- Checking all hoses and connections regularly for leaks.
- Checking for proper pressure in the lines throughout the pumping operation.
- Maintaining a continuous watch during the period of time that lines are connected to the vessel.
0500, Inc. has over 20 years of experience handling petroleum, asphalt and bulk oil products, and believes that only trained professionals should be responsible for the off-loading of your products. To that end, each of our employees are trained on-site for 48 hours, and must pass a test confirming what they have learned. Each employee has a Photo ID badge for quick identification.
Each fully-trained employee must understand not only the off-loading procedures, but also your terminals' safety guidelines and emergency exit routes, the meanings of horns and sirens, radio communication skills and hand signals in case the radio fails, plus Crane or Hoist operations and signals. Each fully-trained employee must know who is in charge on both the Vessel and Terminal side, plus how to handle an on-site emergency (Medical, Fire, or Spill), including emergency contacts. Each Employee is fitted for a respiratory device and flotation device, and is trained in the use and understanding of fire extinguishers (and related equipment as needed). Each employee is trained and certified under HAZWOPER, 29CFR 1910.120(e) and re-certified every year. Each employee is trained in the proper paperwork or D.O.I., and Terminal documents for each Vessel.
